RESPONSIBILITIES
- MEL System Design and Implementation (20%) Lead development, periodic review and implementation of the FCI Tanzania MEL Plan, aligned with the global FCI MEL framework and Tanzania national health-sector monitoring systems.
- Develop and maintain country-specific: results framework; indicator matrix; indicator reference sheets; performance monitoring plan; data-flow diagrams; data-collection tools; reporting calendars; data-quality protocols; and learning agenda.
- Adapt global FCI indicators and definitions to the Tanzania context while ensuring comparability across FCI countries and consistency with Government and donor indicator definitions.
- Establish an integrated MEL architecture covering the full hub-and-spoke pathway i.e.
- community platforms → spokes → hubs → regional/council systems → national reporting systems.
- Define clear data roles, reporting
RESPONSIBILITIES
- , source documents, reporting frequency and verification arrangements for WVT, participating health facilities, community partners and other consortium members.
- Ensure MEL is integrated into country work planning, technical implementation, budgeting and partner agreements from programme inception.
- Work with the Technical Director to establish indicators and measurement approaches for: integrated service delivery; facility performance; hub and spoke functionality; workforce capacity; supportive supervision; service quality; community engagement; referral completion; continuity of care; and transition and sustainability.
- Establish systems that allow performance to be analysed by relevant dimensions such as geography, facility, hub/spoke, age, sex, population group and intervention.
- Where appropriate, incorporate GIS/geospatial analysis to support geographic prioritization, service-gap analysis, partner mapping and visualization of FCI coverage.

- Performance Management, Data Use and Adaptive Learning(20%) Establish and coordinate a routine programme performance management system that tracks progress against FCI results, indicators, targets and milestones across communities, spokes, hubs, regions, partners and priority population groups.
- Develop and maintain performance dashboards, scorecards and analytical products that enable the Chief of Party, Technical Director, Government and implementing partners to rapidly identify performance trends, gaps, geographic disparities and implementation bottlenecks.
