The Dar Rapid Transit (DART) Agency
is a Governmental entity established by Government Notice ]896] (GN) No. 120
of 25th May 2007 under the Executive Agencies Act No. 30 of 1997.
The Agency's mandate is to plan, develop, and manage an efficient public
transport system in Dar es Salaam to reduce traffic congestion, promote
sustainability, and improve urban mobility.

 

1.   DART is pleased to announce the exciting
opportunities for investors and businesses to invest in the Phase II Project at
Mbagala Terminal along Kilwa Road and Kawawa Road. As part of our ongoing efforts to
enhance urban mobility and ensure the sustainability of our transportation
system, we have identified various business and investment opportunities within
this project.

 

2. DART invites expressions
of interest from qualified investors and businesses to explore the following opportunities
associated with the BRT Phase II Project:

A.	Mbagala Terminal	a)       Renting spaces for; i.   Advertisements inside and outside the station fence.  ii.  Vending machines.  iii.   Modern kiosks.  iv.     ATMs.  b)       Operating public services i.        Bajaji parking area.  ii.      Bodaboda parking area.  iii.    Private car parking area.  iv.    Daladala parking area. v.      Toilet facilities. c)       Development and construction of commercial buildings, restaurants, and retail shops.
B.	Rangitatu Station, Zakhem Station, Zakhem Feeder, Maturubai Station, Kizuiani Station, Mbagala Sabasaba Station, Mission Station, Mtoni Mtongani Station, Msikitini Station, Kwa Aziz Ali Station, Sabasaba Station, Uhamiaji Station, Jitegemee Station, Polisi Ufundi Station, Mivinjeni Station, Bendera Tatu Station, Bandari Station, Kamata Station, Water Front Station, JKT Mgulani Station, DUCE Station, VETA Station, Machinga Complex Station, Ilala Boma Station, Msimbazi Center Station and Magomeni Mikumi Station. D.	Kwa Aziz Ali Feeder Station	a)       Renting spaces for advertisements b)       Operating public services for park and ride c)       Development and construction of a commercial building

 

3.   Interested parties are requested to submit
their expressions of interest, including a brief outline of their business
proposal, relevant experience, and financial capability. Please include the
following information:

        
i.           
Company name and contact details;

       ii.           
Description of proposed business activities;

     iii.           
Previous experience in similar projects, where applicable;

     iv.           
Financial capacity to invest.

 

4.   Interested Investors who may wish to visit
the area for the available business opportunities are humbly encouraged to do so

5.   Request
for Clarification MUST be in writing, and the same should reach the office of
the undersigned at least Five (5) days prior to the deadline for submission of
the expression of interest.

 

6.   It is the Mandate of the Agency to accept or
reject any submission and if necessary, may annul the entire expression of
interest process at any time with no considerations thereon for the interested
Investors.

 

7.   Expression of interest in a sealed envelope
marked “EXPRESSION OF INTEREST TO INVEST IN
BUSINESS OPPORTUNITIES FOR THE BRT PHASE II PROJECT- ALONG KILWA ROAD, KAWAWA
ROAD, ROAD AND MBAGALA TERMINAL” must be submitted on or before 30^th
April, 2025 at 15:30 pm and should be either physically or electronically
