This invitation for expression of interest follows the
General Procurement Notice (GPN) which appeared in the Tanzania Procurement
Journal Issue No. ISSN: 1821-8021 Vol. XII –No. 34 dated Tuesday 20th August, 2019.
The Government of the United Republic of Tanzania through Ministry
of Finance and Planning has
received fund from Developing Partners towards the cost of the Public Financial
Management Reform Programme (PFMRP) for the operation of Public
Procurement Regulatory Authority (PPRA) during the financial year 2019/2020. It is intended that part of
the proceeds of the fund will be used to cover eligible payment under the
contract for the Provision of Individual Consultancy
Services for Carrying out Procurement Compliance and Value for Money Audits.
The Government Procurement Services Agency
(GPSA) on behalf of the Public
Procurement Regulatory Authority (PPRA) now invites interested individual consultants to
indicate their interest in providing the services. The assignment is divided
into two lots as indicated here under.
Individual Consultants for short term
Interested Individual consultants must provide information indicating that
they are qualified to perform the services by submitting updated detailed CV’s
which indicates description of similar assignments, experience in managing
construction projects, experience in the procurement
related assignments and relevant skills depending on the lot to be applied
requested to submit the written expression of interest, one original detailed
Curriculum Vitae (CV) and two (2) copies of detailed CV in writing by 18th February 2020 at 14:00
hour’s local time. The Detailed CV shall be enclosed in a single envelope

A consultant will be selected in accordance
with the procedures set out in the Public Procurement Act No. 7 of 2011 as
amended in 2016 and the Public Procurement Regulations, 2013 – Government
Notice No. 446 as amended in 2016 (hereinafter called Procurement Regulations).

Reference. Only individual Consultants scoring 75% and above shall be engaged
(depending on their availability) to carry out procurement compliance and value
for money audits for procurement activities done by PEs during the financial
year 2019/2020. The contract will be for two years 2019/2020 and 2020/2021.
Individual Consultants are required to collect the Terms of Reference from the Secretary, Tender Board whose address is
indicated on paragraph 5 above during working days (Monday to Friday)
between 7.30am and 15.30 hours local time

the undersigned not less than seven days before deadline for submission. The
Client shall respond to clarifications received within three working days from
the date of receipt of query.
